I focus on getting a complete understanding of the problem before any code is actually written. A lot of the time, a plugin is not needed. If existing solutions already exist that can satisfy the requirements, that is usually the best solution.
If an existing solution does not exist, I focus on building it in a way that is maintainable, extendable, and easy to use. Every custom line of code written is a line of code that needs to be maintained long term.

If an existing plugin meets your needs, it is often best to use that. The real reason a custom plugin is needed is to solve unique problems experienced by your business. Custom plugins should usually be the last tool pulled out as a solution.
